Administration on Developmental Disabilities
The major goal of the Developmental Disabilities Programs of the ADD is to partner
with State governments, local communities, and the private sector to ensure that
individuals with developmental disabilities and their families participate in the
design of -- and have access to -- culturally competent services, support, and other
assistance and opportunities that promote independence, productivity, and inclusion
in the community. The programs address all facets of the life cycle: diagnosis,
early intervention, therapy, education, training, employment, and community living
and leisure activities.

Children's Mental Health Collaboratives
Children's mental health collaboratives were established by the 1993
Minnesota Legislature in recognition that children with severe emotional
disturbances or who are at risk of such disturbances often require services
from multiple service systems. No single agency can assume the
responsibility for the provision of services and in order for the services
provided to be effective, non-duplicative and non-fragmented, a network of
child-serving agencies in which the family was a full partner was needed.
